SARASOTA, FL — TLC Land Companies announces its involvement in the successful rezoning approval for Hi Hat Ranch Village Increment 1, which provides for up to 3,000 residential homes in eastern Sarasota County. The approval marks a major milestone in the long-term planning and development of Hi Hat Ranch.
TLC’s Role in the Approval
Dave Truxton, President of TLC Land Companies, played a central role in advancing the project. His responsibilities connected the project’s commercial terms, infrastructure commitments, and regulatory approval process, including:
- Land contract negotiations with the landowner
- Development agreement negotiations with development partners and Sarasota County
- Capital improvements deal structuring aligned with phased implementation
- Oversight of the consultant entitlement team through the approval process
Working alongside the landowner, development partners, professional consultants, and Sarasota County, TLC helped coordinate the complex negotiations and entitlement work necessary to advance the first residential village. The effort included aligning development obligations and capital improvement strategies with the project’s phased implementation.
Coordinating a Complex Approval
The Hi Hat Ranch plan includes new residential neighborhoods, planned open space, transportation connections, and sites identified for future community facilities. Its scale required coordinated land use planning, infrastructure considerations, and development agreement negotiations.

“Hi Hat Ranch required a coordinated approach to the land transaction, development agreements, capital improvements, and entitlement strategy. We are proud of the role TLC played in bringing the development team and its consultants together to reach this important milestone.”
Dave Truxton, President of TLC Land Companies
